Children are gaining access to the "net" through schools, libraries, and their friends houses. This is accomplished by the Internet Service Provider (ISP) and done through computers located at the source of the access. By allowing the ISP to provide the filtering, the consumer does not have to manage software or worry about their child uninstalling or corrupting the programs by deleting key components.
